In their November 2017 JW Broadcasting, Gary Breaux (Helper to the Governing Body) affirms that the Governing Body of Jehovah's Witnesses will NEVER change their "two witness" rule.

At the Australian Royal Commission was interesting how they showed the watchtower can be flexible with some rules, they also showed how they wont bend for other rules.

But they can accuse men and women of fornication without any witnesses.
