Are elder's wives privy to info that is transferred via the electronic site for elders, either by reading it themselves or being informed of it before, or even if, it is announced to the congregation?

Elders are supposed to keep congregational matters private and confidential, or just between themselves and other elders or specific people who need to know -- until announced to the whole congregation. But yes, of course, it does happen that elder's wives will know things even before the elders do. It shouldn't happen though, and there should be consequences. There is plenty of scriptural counsel against being a "gossip" or a "busybody," and elders should have exemplary families.
