Department of Navy brought our attention to the Bender list, which is used by all federal government to certify individuals with schedule A letters (Individuals with Disabilities), they look at their schedule A, they check references and check to see if the person is still interested in the job prior to HR reaching out to them, they match skillsets of the individuals with available positions.  The Bender list is widely used on the East Coast, they would like to see more candidates on the West Coast, as this makes the hiring under the schedule A authority easier for HR to identify more candidates.  Although in general they have met the hiring criteria for individuals with disabilities, they have a target group that they are not at the mark for hiring, this includes individuals with more severe disabilities, cognitive impairments, etc.
