If he had to save bedbugs and roaches, he would have had to save lice too.   He probably would not have had to seek for such small creatures, God could have commanded them to go into the wood crevices, the hair of animals, etc.  And he would have other ways of doing it that we would not think of. He is not limited like us.

Or perhaps such insects were hidden well within the fur and skin of animals on the Ark itself. You do realize animals and the like carry bugs on them, perhaps fleas as well? As for Cockroaches, those things tend to survive anything, literally.
